Organisational Structure of Project
In order to ensure an efficient implementation of the project the following units and connections are established:

A Project Steering Committee (PSC) is established with the responsibility for policy guidance and coordination between all institutions and groups involved in the Project. The responsibilities and composition of the Project Steering Committee is described further in the Order of PSC.

The Delegation of the European Union to Thailand (EUDEL) is the official representative of European Union in Thailand. As EU is funding the project, plays an important role in the implementation of the project by overviewing cooperation with relevant institutions, providing advice on project content and EU regulations and procedures, monitoring and evaluation etc.

The Project Partners, Department of Industrial Works (DIW) and Pollution Control Department (PCD), are the primary beneficiaries and counterparts of the project, and they are in charge of the implementation of the project activities in Component 2 and 3. They also act as hosts for the project management by providing office space. Furthermore, Office of National Economic and Social Development Board (NESDB) and Office of Natural Resources and Environmental Policy and Planning (ONEP) are in charge of implementing project activities in Component 1, while Department of Environmental Quality Promotion (DEQP) is in charge Component 4.

The Project Implementation Unit (PIU), comprising of representatives of DIW, PCD, NESDB, ONEP, DEQP, and the Consultant Consortium, acts as focal point for all managerial and coordination tasks during the project implementation. The PIU also supports the Secretaries of the PSC. The PIU has established 4 Working Groups, one for each component, and they are facilitating and coordinating specific activities. The PIU ensures that its activities are coordinated with other related projects in order to avoid overlapping and duplication, but instead benefiting from synergies.

The Project Management Team (PMT) is responsible for facilitating the various administrative and technical assistance activities of the project, including contracting and supervising the tasks of the short-term experts. The PM is also responsible for internal project monitoring and reporting to the Delegation of European Union Thailand (EUDEL). The PM consists of the Team Leader (TL), National Project Coordinator (NPC), Office Manager (OM), the Project Technical Assistant (PTA) and the Event and Communication Assistant (ECA). The project receives adequate support and backstopping from the GIZ Office in Bangkok and GIZ Head Office in Eschborn, Germany. The two other organisations in the Consultant Consortium are Thailand Environment Institute (TEI) and Centre on Sustainable Consumption and Production (CSCP).

A Stakeholder Forum (SF) is established in order to ensure feedback from other stakeholders than those represented in the PSC and PIU. The composition of the SF at the different meetings will depend on the actual issues to be discussed.

The Project is part of the EU financed SWITCH Asia Programme, and will as such coordinate its activities in relation to the activities taking place within the programme, in particular the three other national SCP Policy Projects (in Malaysia, Indonesia and the Philippines), the regional PSC Policy Programme implemented by UNEP, and is making use of those facilities the SWITCH Asia Programme provides.
